BOARD in the CAF ACLI-ACLI SERVICE Integration Project

The mission of the CAF (Fiscal Assistance Centre) ACLI is to provide its taxpayer clients an integrated service for filling out and filing forms 730, Unico, RED, ISE, etc. (Italian tax forms)
The organization has its national headquarters in Rome and an extensive network of tax assistance agencies, known as “ACLI Service”, throughout the country. It is these latter agencies that have direct contact with clients.

Business Challenges
If one considers the enormous quantity of scattered data and the pressing need for analysis felt by different types of companies (each with their own specific volume and quality of data), it becomes clear how said companies today seek a flexible, versatile environment, easy for end-users to access and use, with the possibility of acting directly on forecast data and conducting multi-dimensional analyses.
Managing Director Diego Defant explains that “the decision by the ACLI (Italian Catholic Workers Association) to provide a social service consistent with the movement's mission, requires service agencies that have entered into agreements with CAF ACLI Srl – the majority of whose capital is held by provincial ACLI agencies – to provide an effective service that is attentive to the growth of the association's role as a corporate citizen and the social aspects of its interventions. By seamlessly integrating into our Information System, BOARD provides a set of analysis tools capable of measuring the social value of a company represented by ACLI Service, in a rapid, clear and standardised manner; this is unquestionably the innovation that has involved dedication to research indicators capable of measuring social commitment”.
BIGroup has developed a Business Intelligence project for CAF ACLI based on BOARD technology that involves the collection and widespread redistribution of specific data, statistical and management information, to allow each ACLI Service to analyse, simulate and make decisions autonomously.
CAF ACLI Technical Coordinator Giampaolo Cirioni adds that, “in light of the new scenario that the introduction of Business intelligence is offering and the total involvement of all facilities throughout the country, we are investing resources and energy on extensive training of the managers of the provincial organizations (RAS). Business intelligence and BOARD are effectively becoming integral components of the expertise of our managers, thanks to specific training and in-depth study”.

Data collection
The information relates to Forms 730, Unico, RED, ISE, etc., as compiled by ACLI Service. This data is then forwarded electronically to the national headquarters, where it is entered into a specially configured multi-dimensional BOARD database.
Integration with the database of the Patronato ACLI service as well as the ISTAT and INAIL databases is also included.

Each ACLI Service downloads its own personalized analysis model to its own site. The model comprises of three sections:

    • National
    • Provincial
    • Planning
Each ACLI Service is thus able to:
    • monitor the main services dispensed by CAF on national, regional and provincial levels;
    • conduct a detailed analysis of the data contained in the 730 forms submitted in the previous two years;
    • display data relating to individual declarations, in addition to local analysis and management statistics.
The Management Intelligence model developed also provides local support for planning of the activities and services to be dispensed. Using BOARD's simulation functions, it is possible to forecast the economic impact of certain decisions on local offices. In addition to providing a picture of the performance by individual CAF agencies in terms of services dispensed over recent years, the analysis model also allows the entry of financial statement data from previous fiscal years and the simulation, on the basis of parameters (some set by the central office, others proposed by local users), of the potential economic scenarios as forecast data change.
Massimiliano Menna, the applications manager for the BIGroup project, points out, “the system offers each ACLI Service vastly improved quality standards in strategic and operational efficiency, finally allowing them to fully exploit the enormous potential of available information. The national headquarters, with similar functions, will also be able to precisely monitor the services and efficiency of peripheral offices”.
“All this has been made possible by the complete adoption of a standardised analysis system, BOARD, which gives access to an enormous mass of information, simply, effectively and in real-time. Manual operations have been reduced to a minimum, while the use of one standard tool has been favoured, ultimately generating an authentic team spirit,” concludes BIGroup President Franco Biffoli.
